Can not Create A Geodatabase on SQL Server

Im using ArcMap 10.7 connected to a Microsoft SQL Server 2019. When I try creating a geodatabase it tells me "I dont have the license to complete the task" is there a solution to this or can the geodatabase be created using the SQL Studio
