I am using Survey123 version 3.17. When someone submits a survey, I have power automate automatically send the answers in an email and then update an excel sheet. Everything works fine except when I choose attachment url option the link contains nothing. It will generate, but the link will say there is no image. When I look at the results in the Data tab, it works just fine. I tried making it public and it didn't seem to help. I also tried making the results public which didn't help either.

Not sure if you ever found the solution, but in my experience you need to change the "_form" feature service to allow editors to see all features. Then the URLs to attachments will work in emails. (I'm using ArcGIS Online)
