overlay a basemap with another basemap

ArcGISPro 3.1 Beginner

Is it possible to overlay one basemap with another? If so, how? I would like to use the Imagery basemap and overlay it with the Outline basemap.

You should be able to add two or more base maps to a map if you drag them in from the Living Atlas in Portal.
