I have XY-level spatial data for rainfall projections in the UK, and I am looking for a concordance with local authorities boundaries. Is that something I can do on ArcGIS?

What do you mean by concordance?
Like a way to reconcile XY (northing/eastings) data with the coordinates of local authorities in england.
not sure about reconcile either. I'm guessing you want to populate your XY data with the attributes of their containing LA boundary polygons.
You can do this with a Spatial Join.
