Basemap gallery button doesn’t appear on desktop mode but on mobile (portait) mode works well.

I discovered the issue, if I turn on Explore/navigate - Preload tab then the Basemap Gallery dissapears!
I ran a quick test with the Portfolio app and can't reproduce the issue. If you launch the app does the tool show up when viewing the app in the browser? If you look at the Theme & Layout tab which quadrant is the Basemap Gallery positioned in?
