Change legend label for raster layer

For vector layers, the labels for the legend patches may be directly edited in the table of contents (click once to select legend entry, click again to enter rename mode). This does not work, however, for layers based on raster data - I need to open the Symbology pane to be able to change a label. Am I doing something wrong? Is there any reason behind this behaviour?

Do you have vector data with unique numeric classes that you have been able to do this with? (I don't have any to test).

My guess would be that raster legends represent numeric data and the label would be done with symbology.  I can see changing a text value in a legend in the TOC but not a numeric one
