ACLED live and historic layers in Living Atlas

Question

On the ArcGIS services rest directory, there are 2 very useful ACLED layers:

Live: https://services.arcgis.com/LG9Yn2oFqZi5PnO5/ArcGIS/rest/services/Armed_Conflict_Location_Event_Data_ACLED/FeatureServer/0

Historic: https://services.arcgis.com/LG9Yn2oFqZi5PnO5/ArcGIS/rest/services/Armed_Conflict_Location_Event_Data_ACLED/FeatureServer/1

The live layer works great. However, the historic layer has a time restriction:

[1/1/1997 12:00:00 AM UTC, 11/23/2019 12:00:00 AM UTC]
This leaves a gap between the time extent of the live layer (usually 2 weeks of data is in this layer) and the historic layer, which shows the most recent record at 11/22/2019.

Why is this? Is there a way to access the data the exists in the gap between the live layer and 11/23/2019?

I was just looking at the Live layer: https://services.arcgis.com/LG9Yn2oFqZi5PnO5/ArcGIS/rest/services/Armed_Conflict_Location_Event_Data_ACLED/FeatureServer/0

It appears to only show incidents in the US. It was the same a couple weeks ago when I last looked at it. Is this a permanent change?

Hello!

Sorry for the confusion but the Historic layer was retired due a to change in ACLED's licensing model. The REST URL still exists, but it has been removed from the UI of the Item in the ArcGIS Online Item page and the Feature Layer REST API page. While still technically accessible, it is not being updated. ACLED prefers that users go to their website to download historic data.
