On the ArcGIS services rest directory, there are 2 very useful ACLED layers:

Historic: https://services.arcgis.com/LG9Yn2oFqZi5PnO5/ArcGIS/rest/services/Armed_Conflict_Location_Event_Data_ACLED/FeatureServer/1
The live layer works great. However, the historic layer has a time restriction:
[1/1/1997 12:00:00 AM UTC, 11/23/2019 12:00:00 AM UTC]
This leaves a gap between the time extent of the live layer (usually 2 weeks of data is in this layer) and the historic layer, which shows the most recent record at 11/22/2019.
Why is this? Is there a way to access the data the exists in the gap between the live layer and 11/23/2019?
