The Dashboard is powered by a (feature layer) dataset. You can see the dataset here to downloadhttps://election-results-ge2020-montcopa.hub.arcgis.com/datasets/montcopa::electionresults-ge20-dashboard/explore?layer=1
Also, in general if you ever need to download a Feature Service from another government organization there are also tools like ArcGIS REST Service Export and the Hub Dataset page includes a link to the ArcGIS Service URL: https://services1.arcgis.com/kOChldNuKsox8qZD/arcgis/rest/services/ElectionResults_GE20_dashboard/FeatureServer/1
