ArcGIS Pro -- Privilege grant on a feature dataset returns no user

When I used the "Change Privileges"  tool to give access right to a user,  it did not give any error message after I clicked Apply button.  After i closed the tool window and opened it again,  there was no user displayed in the tool window.  The user I gave the access rights to before was not displayed (see below).

I asked my coworker to try it from another pc and it was the same.

Any suggestions?  Thanks

I did use the "Change Privileges"  tool on another dataset in the same database instance which has user privileges assigned.  I was able to grant editing rights to a user and that user's right entry stayed.

Using ArcGIS Pro 2.9 and SDE 10.9/Oracle 12c
