Why the Field Map Manage List cannot be managed within feature layer views?

This can be useful to restrict what domains are displayed in a field.

For instance, you can use a field named Update Status to QC data update on a hosted layer. The field operator can use a layer view where the Update Status only displays the domains Pending and Completed.  While the field manager uses another view layer where the Update Status only shows the domains Approved and Pending.

We were looking forward to being able to customize choice lists via the Field Map Web app for our different contractors who do data collection.  This would have given us a work around to avoid updating multiple domains that have to contain the names of all of our contact crew members (over 100 individuals where we need to remove and replace over 50% ever year due to turnover).  This functionality is greatly needed! 

Unfortunately we found that we can't do this for view layers.  The option is not available in the Field Maps Web app with the following statement: "Lists cannot be managed within feature layer views".  This limitation makes this "enhancement" pointless from our perspective since we wouldn't be able to limit field users' editing abilities using view layers.
