Enable TOC layer grouping with Ctrl+G when table is open

For consistency and ease of use, allow layers to be grouped with Ctrl+G keyboard shortcut when a table is docked in the main application pane. You can R click > click Group or return to the map and use the keyboard shortcut and then switch back to the table, but the keyboard shortcut does not work when the table is open.
