When you start from a scratch blank template on a map all you have is the World Totographic Map and the World Hillshade. What do you guys use/import for the US States? I need to be able to filter 2 states and a couple of counties from another state.

You could access the State/ County boundaries from ArcGIS Living Atlas.
Then use Definition Query to filter the desired State/Counties.
