User cannot add photos as attachment from Survey123 Gallery/Data tab.

Question

I have a user who submitted a survey and now needs to add photos taken with another camera. The user is able to edit other fields and save changes. As an admin I am able to add attachments. Users have been able to perform this in the past.

The user's role and user type are below.

User is on web app on a desktop.

I was trying to find the correct name and Esri referred to it as Survey123 Gallery, in a video.

I need more information please.  Is the user trying to add the photos on the mobile device or desktop?  Is the user trying to add via Survey123 field app or web app on mobile device or Connect, field app, or web app on Desktop?  Is the user using the Inbox or Sent items to re-open the sent survey?
