Group points by location and an attribute value

I have a feature class of points.  Each point has an attribute "Count".  I want to create groups of points where the number of points and total of the "count" of those points in each group is about the same.  

The point is to cut down on travel time between locations but give each rep about the same total "count" between each of their territories/groups

you probably want the network analyst extension

Aggregate Points (Cartography)—ArcGIS Pro | Documentation will aggregate based on straight-line distance only,... no sums, no aggregation based on that.
