deploy as a stand alone application with ArcGIS Server

I have a question please, is it possible to develop REST webservices for ArcGIS Server, which can be deployed as a standalone application (on the same IIS as ArcGIS Server) and not as SOE?

When I check the doc on the net, I don't know if it's up-to-date ( There are articles about ADF, I don't know if this is still valid?

I didn't find docs about this topic, like getting started tutorials, as with other APIs.
