Enable a zoom bounding box within ArcOnline. Using a bounding box zoom gives the user more control. Zoom levels "jump" to being either too far out or too far inToo much "blank" spaceZoom in 1 level goes way too far in
@DianneEnright the zoom levels of basemap are fixed and defined by the cache schema. If you want a basemap that doesn't jump in too far between levels, then you need to build your own basemap cache with more intermittent levels.
