The "Create Data Source" button is disabled. Any suggestions?

Two different Esri Technical Support cases were created to work through this behavior. The first case resolved the SSL Certificate errors from GeoEvent Server. The second case was to determine the issue of the grayed out publish button and errors during Hosted Feature Layer publishing in general. It appears there are missed communications and or delays over the network for the ArcGIS Enterprise configured for high availability causing the intermittent behavior.
Please check the GeoEvent Manager > Site > Data Stores page and see if the registered ArcGIS Enterprise site is validating.
If the connection is not validating check the GeoEvent Server logs for SSL Handshake errors and if those errors include "Path building".
