Error creating enterprise database for utility network

Question

Hi, we just recently staged the 10.9 Enterprise on dev server, and we are trying to create a geodatabase which is planned to deploy Utility Network. We use SQL as datastore, and came accross following error message. Anyone with similar experience and solution?

Here is the version informaion:

ArcGIS Pro 2.8.0 is used from my computer

on the server there is SQL Server Enterprise 10.9 and Geodatabase 10.9.2.8;

SQL version: Microsoft SQL Server Developer Edition (64-bit) 13.0.5865 SP2

There is no connection issue and I don't know how to locate error message on the database side.

Are you able to capture any additional error logs, or maybe a SQL Profiler trace of the database error?

Also... what version of ArcGIS Pro is being used?

What version of SQL are you using?  Min version is 2016 and I do not believe Express is supported by the Utility Network.
