Metadata link in Item Details for Feature Layer

The image below is from a Feature Layer content item in our Portal for ArcGIS platform (v10.7). I would like to get the same link options to appear in our Feature Class items in ArcGIS Online organization. Any suggestions? This is not the same Metadata button mentioned here: https://doc.arcgis.com/en/arcgis-online/manage-data/metadata.htm#ESRI_SECTION1_5FA682B62642425891817411D4CB1FDA
