Copying (cloning) content from on AGOL to another with Python- failed to create feature service

I am trying to copy (clone) content from one ArcGIS Online account to another. I have a Python Script that I am running through notebooks. I keep getting an error:

("Failed to create Feature Service WebMapName: 'available'", None)

I am at a loss for how to fix this

I think I figured out the issue. I am thinking it isn't working because I was trying to move the feature layer to a public account and public accounts can't host feature layers
