Text with embedded hyperlink in Arcmap

Is there a way to insert a hyperlink into text in a map or a layout and have the link we active when exporting to a pdf? (like in word or excel) I have see decade old posts - but I haven't found a way to do it in ArcMap.

Thoughts?

I'm using ArcMap 10.8
