Request specific tileMatrix from world imagery wayback WMTS

Hi,

I want only one one zoom level of a WMTS to be displayed in ArcGIS Pro, but it seems not possible to exactly set this level in the settings. I do not want to work with maximum/minimum scale. That is why I am requesting the API with a third party application but requesting a specific tile of the wayback imagery WMTS causes an error. Although it follows the OGC specification for WMTS services. According to the Capabilities the GetTile request is supported.

Can anyone say what I am doing wrong, if it is simply not possible or if there is a way to set a fix zoom level in ArcGIS Pro?
