Update privileges enhancements

Currently when updating the privileges in a feature dataset, you can update more than one feature dataset at a time, but you can't update more than one user at a time. I would like to be able to set privileges for multiple users at the same time.
I would also like to be able to see what users have what access on any given feature dataset.
