Service timeout for cached map service

I keep getting the following error or similar for a cached map service I use as a base map. This service is used in WebAppBuilder so it is also using ArcGIS Online. It is also very slow to draw certain areas. Here is the error:

Unable to process request. No instances for 'Basemaps/AerialImagery.MapServer' were available for 60.002 seconds. Wait timeout exceeded.
