How to publish a service from ArcGIS Pro to ArcGIS server?

Hi,

I am trying to figure out how to publish a service to ArcGIS Server directly from ArcGIS Pro. I found out how to make the connection to the server and how to share my map as a webmap. So now I want to know if there is a way to publish the same map via ArcGIS Server.

I presume that it is not possible to share the map as a mapservice to ArcGIS server from ArcGIS Pro . For that we have to use the regular ArcMap Desktop product.

You are right Mahender. You cannot publish services directly to ArcGIS for Server using ArcGIS Pro. If you have Portal for ArcGIS, you can publish hosted web layers from ArcGIS Pro. You can also use ArcGIS Pro to publish hosted web layers to your ArcGIS Online organization. All sharing options are available on the Sharing tab.

You can't publish directly to the federated server from ArcGIS Pro. That is, you can't create a publisher server connection directly to the federated server like you can in ArcMap. You can add a portal connection and publish hosted web layers/services (web tile layers and web feature layers) from ArcGIS Pro to the federated server that can host services.

I just realized that when you connect to ArcGIS Server, the connection shows as a user connection, even though I used my arcgis server administrator credentials. Do you guys have any idea why? In ArcMap, if you want to connect to the server it gives you the options for user, publisher or administrator. Also, as a user in ArcGIS Pro, you are not able to delete services directly from the project pane. Thanks for your comments!

Hi Gabriel,

In ArcGIS Pro you can only make user connections to ArcGIS for Server or to a portal's federated server. User connections do not have privileges to manage services that are published to ArcGIS server or a portal's federated server. You will need to use ArcMap or Manager to do so. You may delete hosted services/web layers (those published to an ArcGIS organization or Portal for ArcGIS) directly from the Project pane in ArcGIS Pro. Click the Portal tab and right-click a web layer - you will see the delete option.

We are struggling a bit at the moment as we need to publish Scene Services - which requires Pro - and hosted server - but all of our other data is shared via traditional services and ArcGIS Desktop...

Should we be looking at a mass migration from current approach to hosted services over the next year or two?

I contacted Philip Heede regarding your question. There are no plans to retire or deprecate ‘traditional’ (or non-hosted) services. The different kinds of services have very different use cases and will exist side by side for a long time to come.

Also, adding to my comment/question... At this time we see no business need in our org to use Portal but do and will use Server and AGOL. It seems to me that ArcGIS Pro will force Server users to implement Portal at some point.

Is that a fair stayement to make?

in addition, if I understand correctly the previous posts, if I publish a tiled vector layer from arcgis pro to Portal, it is the arcgis online credits that are used and not the arcgis server capabilities ?

You are correct that at this point in time sharing a web layer from Pro, i.e. publishing a service, requires the use of a Portal for ArcGIS-based Web GIS. Technically, your ArcGIS Server site must be federated with Portal for ArcGIS.

Publishing a vector tile package to Portal for ArcGIS does not consume credits in any way. In that setup, the vector tile package becomes a vector tile layer served out entirely from your own infrastructure using the full ArcGIS for Server Web GIS stack: Portal for ArcGIS, ArcGIS Server (in the role of a hosting server), and ArcGIS Data Store.

If you publish a vector tile package to ArcGIS Online, it is served out from there. A small amount of storage credits are charged, but no consumption credits apply.

This seems to be the way ESRI is headed, tying together with a tight knot ArcGIS Server and Portal/AGOL. I'm very disappointed that this is their road ahead as it forces me to purchase products that I don't have a business use case for. I've used ArcMap and ArcGIS server for years, with no need for Portal/AGOL, and have been patiently waiting for the ability to publish 3D data. So now Pro can publish 3D data, and what do they do? Require you to go through Portal or ArcGIS online. I completely understand why using Portal/AGOL as means to organize/expose your ArcGIS Server services is beneficial, as exclusively using rest endpoints from ArcGIS Server can sometimes get complicated. But I also completely disagree with ESRI's business model here; users should have a choice, not be forced to use something they don't need or want.

Is it possible to host the service on your own ArcGIS Server / Data Store, but then publish it via ArcGIS Online rather than Portal for ArcGIS? Thus approximating the old method of hosting the data on your own infrastructure but publishing it on AGOL. Seems like the only solutions offered above are all or nothing: (host AND publish via Portal) OR (host AND publish via AGOL). What if you don't want to run Portal at all, or you just don't to force users (the public) to check your Portal AND ArcGIS Online to try to find content? Why force organizations to host content on AGOL just so it can be published there, while we've got AGS sitting right here? Alternate question: is it possible to integrate Portal-hosted content in AGOL so that AGOL is a single endpoint for users?

Yes, you can publish a service on your own ArcGIS Server (using ArcMap, not Pro), and then reference it as an "Item" in AGOL by going to "My Content" -> "Add Item" -> "From the Web". From there, you would add the service's rest endpoint and click "Add Item".

Hi Philip,

I have federated our ArcGIS server with ArcGIS online, and would like to publish a "Dynamic" map service layer to our arcgis server (with joins, complex labeling, and the ability to identify). In ArcGIS Pro though, the share web layer tool only has options for Feature, or Tiles. Could you confirm whether or not it is currently possible to publish dynamic layers through pro, either through ArcGIS online or Portal?

Its my understanding that Portal and AGO are basically the same thing, and Portal seems like an unnecessary addition to our stack at the moment. It is more work to set up, upgrade, and maintain. However, it may be necessary if it provides additional capabilities mentioned above.

I made some testing with Pro 1.4 and ArcGIS Entreprise 10.5 :

I've got a Portal for Argis with a hosting server and a second ArcGIS Server as a federated server.

I've go 3 database : the datastore (as a relationnal databse), a postgres with a geodatabase and a postgis with no geodatabase.

I have not succeed to publish with pro in the federated server.

I succeed to publish with pro in the hosted server : I tested 3 ways

- copy data to datastore

- referenced data from my postgres with geodatabase

- referenced data from postgis with no geodatabase.

Unfortunately, restricting publishing to Portal Federated servers results in any related tables not being able to be consumed by ArcMap Customers:

I'm sorry, but I still do not get it...

Is it in any way possible to publish services using ArcGIS Pro and ArcGIS for Server, that are NOT hostet on esri's servers?

Until now I am using enterprise databases, creating map services with ArcMap 10.3 and do publish them with ArcGIS Server 10.3 on our own Server. Then I add them to ArcGIS Online as "element from the web" via REST-URL.

Is that possible to do with ArcGIS Pro instead of ArcMap?!

What I was told last week at the conference....the answer is no.

You can publish to Portal portal (per Mike's comment below) or Server with ArcMap. You can only publish to Portal with Pro...and that is not expected to change.

To Rebecca's comment: You can only publish to A portal with ArcGIS Pro..That means you can publish to ArcGIS Online or to ArcGIS Enterprise. That said, Rebecca is correct that you cannot publish directly to ArcGIS Server from ArcGIS Pro. You'll need to have some portal (ArcGIS Online or ArcGIS Enterprise) to share to.

I do not care for this model at all. What you are doing to users is going to be painful, there needs to be a way to publish to a server directly. If we are forced to stand up a portal internally then that is another server to stand up/maintain and also all of our current web maps are pointed at one web adapter and now we would have to redirect everything through our new portal web adapter. All of our web maps are hosted on ArcGIS online and looking at our ArcGIS server, which is the way to route all content and keep the data completely seamless. I do not want to upload a feature layer to ArcGIS online as that means I would have to update that on a regular basis. If I look directly at my server it sees the update as soon as it is made. I would guess the same is true for portal as I believe it is based on what is available in ArcGIS online. This is going against everything that the server platform was built on and is not going to be better for users. This also goes against everything that was said at conferences a couple of years ago either you use portal or you use ArcGIS online, and most esri representatives were saying that portal is always 2 steps behind ArcGIS online and why would you want to maintain it locally when ArcGIS online is already maintained and up to date first.

We have a server/portal architecture that has two portals accessing a single server. One portal sits outside the firewall, serving to "everyone" on the internet, and one portal sits inside the firewall, serving to "everyone" on the intranet. This allows us to keep some data accessible to staff only, without having to make all staff named users, something we simply could not afford to do.

After the UC, I attempted, with esri tech support assistance, to find some way to enable this architecture with federation. The final answer was that there was NO WAY to do it. Since we cannot do what we need to do with a single portal, we are unable to publish from ArcGIS Pro, and so will have little reason to adopt it. This means we are dead-ended on a platform that esri does not intend to enhance, simply for the lack of this one function.

I returned from the UC excited to start learning and using Pro, but after a month of beating my head against this incompatibility, I feel only disappointment and frustration. A chain is only as strong as its weakest link, and this is Pro's weak link. I guess it would have been a cool new way to make maps if it hadn't been hobbled like this.

I strongly urge esri to enable some way to publish to ArcGIS Server directly from Pro, or to enable multiple web adaptors to a federated server, so that multiple portals can be used to access it, including through firewalls.

Agree completely. There are many reasons I avoid Federated...some are...

ESRI strongholds everyone to this named user money maker and is very frustrating. I am servicing a client with 12K employees. No way in hell does it make sense to Federate and require a million dollars in named users.

The business requirements must have restrictions on layers for specific groups leveraging A.D. 300 users can only see this content here... 200 there. all 500 need to see some of the same etc.. the named user list is literally all staff. They do NOT want to sign in every time (e.g. making fake groups to lower the Named user count) but the user must know their group user/password.

Its really frustrating for me when i get requests of symbol scaling but not able to use Pro because Portals are not federated and ArcMap is not capable of. Portals are not Federated w AGS simply due to the insane licensing scheme outlined for named users.

ESRI seems to be slightly lost when it comes to application and use in large organizations with GIS and focus too much on social/public platforms. IMO SAP will mop up ESRI if they dont get a better understanding of internal business data and GIS cross departmentally.

Yes, you can publish with ArcGIS Pro, but ONLY through Portal, and ONLY the single portal that is federated with that ArcGIS Server, and ONLY with a level 2 named user on that Portal.

The above constraints and limitations are what are troubling to the contributors to this thread. There are dozens of structures and workflows that are either impossible, or prohibitively difficult within those constraints. That is why most of us are complaining, and asking esri to remove those constraints and allow Pro to publish directly to ArcGIS Server.

Not directly, no. Indirectly you are through Federated Portal. (Named user model).

If you want to publish your services from ArcGIS Pro to ArcGIS Server, you need to federate your ArcGIS portal with ArcGIS server, in this case any published services to the ArcGIS portal will be hosted on the ArcGIS Server.

I believe the question is why can’t we publish to server from Pro? “Buy another expensive application and hire a full time sys admin to run it” isn’t really helpful There are far more business requirements that call for nothing more than a REST endpoint than there are for content management and discovery. Adding Portal as another barrier to meeting that requirement unessesary.

I'm only a few days into using ArcGIS Pro and have LOVED every second of it. Until I learned that you can't publish a map service from Pro. Seems a bit silly to have to put my content back into Desktop so I can do that. Pretty big let down after being so incredibly impressed with it thus far. :-S

the UI experience is not in there in Pro 2.3, but you can use arcpy functions to do that as stated by Domenico Ciavarella‌ - just make sure when you create .ags file (arcgis server connection) you pick the option to store user/pwd with the connection file.

In Pro 2.4, we have a plan to publish services from Pro to standalone-server using UI (without any arcpy script).
