Trouble with "Disabling users' ability to create built-in portal accounts"

I have done all steps for disabling users' ability to create built-in portal accounts. And on signin's page I can't create built-in portal account. OK. But if I input bad login or password I will get message about failed input and link for creating account as well. How can I disable this feature?
