I have a point Feature service which has editing capabilities enabled. Is there a way my users can actually move the location of the points as well as update the attributes?
Currently I can only figure out how to update the attributes

after you select the feature you want to move, it should be highlighted green, within the popup window select edit, then when you move your cursor back over the selected feature a four directional arrow should appear, click and hold to move the feature to new location (holding shift is not necessary)....then select update
im sorry disregard selecting edit to begin with. select the feature, and use the "edit" in the popup window
this is how i got it done while using arcgis enterprise.
1. select edit
2. select feature, your popup window should open
3.within popup window select edit again
4.hold shift key down on keyboard, and move the feature to desired location
5.dont forget to select update to update your features new location

I was trying to do that but the map was panning each time. It turns out that to move the point you must hold Ctrl on the keyboard while clicking and dragging.

Yes, the user should be able to click and drag/drop the point to a new location.

It a matter of being able to actually move the point. I have given full editing options but an unclear if the user can actually change the location of an existing point without actually deleting and recreating it.

If you navigate to the feature service in Portal for ArcGIS and click Edit, you will be presented with some options for Editing:
