ArcGIS Server 10.3 on AWS Error:"Proxy server got bad address"

We are getting "Proxy server got bad address from remote server (verify the server is running)" error. it's occurring randomly. We are using ArcGIS Server 10.3 on AWS and ArcGIS Desktop 10.3.
