How to change or convert string to date and hour format on Arcportal?

Question

I have a field that is a string but contains date and time.

I need to change this field type to a date and format such as MMddyyyy HHmmss so I can filter it in a Ops Dashboard. I've been told an arcade expression in the pop-up configuration might be able to do this? But I'm open to any solutions as well.
