I can't find serverScan.py in (<installation location>\arcgis\server\tools\admin) in either my 10.4 or 10.4.1 installation. Any ideas where I can get this tool?

It's really odd that the ArcGIS Server administration python scripts were not installed with your ArcGIS Server 10.4 and 10.4.1 Server sites. Please contact Esri Tech Support as they can probably help you obtain the scripts.
