ArcGIS Data Store 12.1 Upgrade – Unable to Access Configuration Page and Stop Service

Dear Team,

We have recently upgraded our ArcGIS Enterprise environment from version 11.5 to 12.1.

During the ArcGIS Data Store upgrade, we successfully completed the installation of the 12.1 setup. However, when we tried to access the Data Store configuration page using https://localhost:2443/arcgis/datastore, the browser response is “Hmmm… can't reach this page.”

Additionally, we are unable to stop the ArcGIS Data Store service through Windows Services and are receiving the following error:

“Error 1053: The service did not respond to the start or control request in a timely fashion.”

As part of troubleshooting, we have already performed the following activities:

• Rebooted the VM.
• Verified the ArcGIS Data Store service account and permissions.
• Repaired the ArcGIS Data Store 12.1 installation.

However, the issue still persists, and we are unable to access the Data Store configuration page.

Could you please help in this issue and suggest a resolution.

@Kristofer If you haven't already, can you rollback to before the upgrade?

For the next upgrade attempt, can you check that you have these AntiVirus exclusions in place? Windows defender and any other AV

• %ProgramFiles%\ArcGIS\DataStore\framework\etc\service\bin\ArcGISDataStore.exe
• %ProgramFiles%\ArcGIS\DataStore\framework\runtime\pgsql\bin\postgres.exe

These paths will need to be updated if you haven't installed Datastore in c:\program files.
