After each new release of Urban our clients are reporting issues with the owner of a plan being the only one that can trigger the update of that plan. Meaning that after a new release a colaborator on a plan cannot access it until the owner har opened it and triggered the update.
This entails a vulnerability and inconvenience using Urban, since one is dependent on one person being present at work. The GIS admin can change the ownership, but since the occurence of the updates happen frequently and we are eyeing a future where we start getting a larger number of plans in the model, this really is cumbersome.
We are starting to see a workflow develop where the GIS admin is the owner of plans, which are then used by the urban planners in the department. In this situation, with a growing number of plans in the models, the current system of only one named individual being able to make the updates is not optimal. Even though the GIS admin would transfer the ownership of the plan to one of the planners, they usually work in teams and we again have the issue of vulnerability on one person being present to do the thing.
I also see can imagine an issue with plans that are publically shared, but where there is no active planning going on at the moment. For instance a plan that has been approved and is kept in the municipal Urban model as a reference for public interest. Will access to the plan in effect stop each time there is a new release of Urban until the owner opens it?
