In the legend, you can remove layers by selecting the trash can. But they always come back when I refresh the report.
Is this a bug or a feature? 🙂

Hello!
This is actually a built-in feature of how Power BI works. The 'Trash Can' icon in the legend is meant for temporary exploration—allowing users to hide layers while they analyze the map.
However, because the map is 'data-driven' by the report's settings, any refresh or reload will reset the visual to its published state. To remove a layer permanently, it must be deleted from the 'Layers' pane in the Power BI Desktop file and then re-published.
