Newly added layers missing from Feature Service

Not sure when this started, possibly since our move to Enterprise 11.3 in September but might predate that slightly..  we're seeing issues where we add new layers to an existing map service document in Pro and overwrite the service, the new layers appear in the Map Service but are missing from the Feature Service.  We remedy it by republishing without the feature service capability ticked, then republish with the feature service ticked.  This finally brings the layers into the feature service.

We're getting errors in the logs "Failed to Update Service Item Data Json file to Portal."

Just wondered if anyone else was seeing this and if its a known bug?

Just FYI, this error message: "Failed to Update Service Item Data Json file to Portal." popped up recently in our log in Enterprise 11.5, when overwriting a referenced web layer from ArcGIS Pro.

According to information on the Esri website it's a bug that was resolved in a previous version.

So it looks like the bug has returned.

If time allows I will submit this with ESRI support.

Hi there, we are seeing this error in our ArcGIS Server logs sometimes when publishing hosted feature services.  Also post an upgrade, 10.9.1-11.3. Would love to know how to fix it.
