Our organization maintains almost 2 million parcels across the province of British Columbia. We make this parcel data available to many organizations throughout the province (local government, utilities, etc.). When we make spatial improvements to our parcel data, or integrate new survey plans into the parcel fabric, parcel alignment changes. In order to account for these movements over time, we provide organizations throughout the province with change vectors (indicating where parcel corners have moved) and anchor points (indicating where parcel corners have remained the same since the time of last download). This information allows the organizations that utilize our parcel data to keep their own data (zoning boundaries, roads, fire service areas, etc.) in alignment with our parcel data. There is also an OOTB tool in ArcGIS Pro that can be used to create these change vectors and anchor points (Generate Parcel Fabric Links tool).
Once these change vectors and anchor points are provided to our customers, they need a way to consume them. The most straight forward way to do this is through the Rubbersheet Features tool; however, this tool requires an advanced license level, which many small or mid-size local governments do not have access to. So, even though we can easily provide valuable data to our customers, they have trouble accessing the tool required to consume that information and keep their own data in alignment.
We encourage you to consider adjusting the license level required for the Rubbersheet Features tool, since it would greatly improve the ability for customers throughout the province to maintain alignment with the authoritative source of parcel data for our jurisdiction.
