Hyperlinks to pics in popup?

I have hyperlinks to my internal servers in Pro that work just fine. What is the solution for using and viewing these in web maps. IIS? Converting every hyperlink (pdfs that are on server) to an attachment? Some layers have numerous hyperlinks associated with them.
