Ability for ArcGIS Enterprise to append/overwrite data to an existing hosted feature layer using a CSV with addresses/places

Ran into an issue with Portal where when uploading a CSV with addresses/places, it would not update when using a python process. Enhancement has been submitted, but I figure I am not the only one who has this issue, so dropping it here too for everyone to weigh in.
