To view this Story Maps navigate to the Water Outage link at http://solutions.arcgis.com/water/help/water-outage/ and you will see 5 on the overview page, hover over a Story Map and then click View App to open.

Mike,

We were having technical issues getting the correct version of the blog posted. It looks like its been updated. You should now see an image of the Story Maps this will take you to the Water Outage page where you can view the individual Story Maps.

I've checked the page using Chrome, IE, Firefox on and off since your post and I still don't see any images or links. I checked on multiple computers.
