I have a set of rhino files that I want to open in ArcGIS 10.3.1 desktop. How do I
FME comes to mind as a first check or can you export to dxf? most movement references on the web seem to be exporting to dxf, then bringing into a gis
Rhino support is still in Safe's knowledge/ideas bucket, not implemented yet, you could vote it up.
So that leaves having the ability to export ... I saw some vague reference to python module which I will check

It seems to be for using python within rhino3d
