Is credit budgeting not turned on for the organization?

I have been trying to implement this admin dashboard solution but I keep running into an issue with the automated Notebook script failing every time it runs. It keeps giving me the attached error message. I am not a python programmer so i am at a lost as to how to fix this. Do you or anybody else have any experience with this error?

I checked and it was not set up. Now that it is set up the script ran successfully this morning so it looks like its good to go now!
