Data Migration from 10.8.1 to 11.1

We are migrating from Arcgis Enterprise 10.8.1 to 11.1 in parallel environment in Windows OS.

I would like to know what is the best process for data migration without being any data left out.

I am planning to use the following steps in that order:

1) Enterprise Geodatabase clone

2) Server Data Fileshare copy

3) Manually migrating arcmap based services to arcpro.

4) Portal Import/Export

5) Server Import/Export APIs.

Does exporting Portal content includes all data in Arcgis Datastore?

or Do I need to use Backupdatastore/Restore data store scripts?

If I use the above steps , Am I copying full data without missing anything.

How do I verify the data is migrated fully?

Please let me know how to best use the above tools or any other best process .

If you haven't built the parallel ArcGIS environment yet....I'd suggest installing the same 10.8.1 on the parallel machine, using WebGISDr to migrate the content (this includes ArcGIS Datastore content) and then upgrading to 11.1.

This will handle all you've listed above (with the exception of your Geodatabase migration if you're Database server is moving too). Unfortunately, WebGISDr is currently version specific and therefore you can't import a WebGISDr from 10.8.1 to 11.1 (hence the need to install the same version)

The process of upgrading 10.8.1 to 11.1 will include an ArcMap to ArcGIS Pro runtime conversion for services - there are few instances where this automatic conversion will not work but it's been documented thoroughly:

IMHO, it is not advisable to restore any WebGISDR back up to a higher AGE version. During the update and upgrade proces many configuration and data items are touched and even upgraded. So there is a good chance that items will get broken, maybe to a point of no return, or they will be not up to new possibilities/enhancements.

@A_Wyn_Jones Portal Export site and Server Export Site operations from Admin Root URL does not seems to have any limit on package size. Export Groups operation seems to have that size limit.

@coolgis It's very difficult to tell whether you have captured everything in your environment in the 5 points above. WebGISDr covers a lot of the 'leg work' for you and lets you concentrate on the bigger moving parts of the migrations i.e. the database server.

Installing a parallel 10.8.1 system to take this approach will ensure your upgrade is isolated and service can continue with your production Enterprise. Using WebGISDr does mitigate a lot of the risk but doesn't include everything e.g. Map caches, there's more information here: https://enterprise.arcgis.com/en/portal/latest/administer/windows/overview-backup-restore-web-gis.htm#:~:text=What's%20included%20in%20the%20backup

Just to compare the two methods, using Portal export packages are limited to 5gb - I wouldn't like to think how many packages you need! https://developers.arcgis.com/rest/users-groups-and-items/export-group-content.htm

Ultimately, you will save a lot of time with a parallel 10.8.1 and then upgrade to 11.1.

@ReeseFacendini Thanks Reese - yes your ArcMap services are automatically converted (you get a HTML report once the upgrade process is finished). There are a few exceptions to this, for example, if your ArcMap service is using a Raster catalog (unsupported on ArcGIS Pro runtime).

When restoring a Portal / ArcGIS Server site, using either WebGISDr or the site import / export function, the versions of the software must be the same. It's not supported to restore from 10.8.1 to 11.1.

During an upgrade to 11.1, the ArcMap services are automatically converted.

What If i go with my approach, Do you see any issues with duplicating or missing data?

when going with your approach , does upgrading 10.8.1 to 11.1 will convert automatically all ArcMap to ArcGIS Pro based services without using any tool?

I am only asking because I may not be allowed to install 10.8.1.
