I have created and uploaded a tile package to ArcGIS Online following the instructions here:

When I come to the final step which is to go the item details page and click 'Publish' there is no publish button there to select. We have an Organisational account and I am the administrator. What am I missing?
I know this is from a long time ago now, but I'm running into the same problem! Did you ever get an answer/figure this out?
