Small WPF prototype that syncs zoom buttons, a slider, and mouse wheel for zooming the map

Question

Hi,

I'm having a zooming issue that I have described in detail in my Github Issues page. Basically, when I use the mouse wheel to scroll, the map will zoom and then shift. I can't figure out why that is occurring when I handle the ViewpointChanged event for the map. Of course when I take my code out the map scrolls fine.

What had happen was...I'm the new guy here and I asked several questions starting out that were all pretty related trying to get a level set. After further review all of my initial questions were answered in my first post by an esri SME (Michael Branscomb).
