Allow BSB v4 encrytped rasters

I would like to be able to use the marine charts supplied by Maptech Navigation within ArcView.

Maptech are one of a very few number of suppliers providing marine navigational charts in GIS format however the encrypted version 4 which is the format that the non-US charts are supplied in is not supported by Arcview. The BSB format is supported and the US NOAA charts, which are freely downloadable as BSB v3, can be used without any problem but I would like to be able to use the charts for other countries.
