base map style or custom effect

There should be something where we can make our base map attractive.Currently we are not able to apply color or style on base map.I refer http://www.arcgis.com/home/item.html?id=d02189515c6a447da51d308fde43cd3c which is working fine for whole map but it is not working if i want to apply effect in single layer.suppose i have multiple layers base map and other feature layers and few graphical layers then it should be something where i can apply effect on base map only not in all layers.
