Enabling PostGIS geometry format for ArcGis Feature Services

We propose to enable PostgreSQL/PostGIS spatial format for publishing Feature Map Services on ArcGis Server. Current version of ArcGis Server (10.3) does not supports native PostGIS geometry editing via Feature Service, and demands installation of additional DLL libraries and the use of Geodatabase, while it supports MS-SQL Server Spatial data-types for use in Feature Map Services without the need of any additional configurations and installations.
