0EM30000000CiHr Add to drawing tool bar - alignment tools the ability to align two pieces of graphics/text where they butt/adjacent. It would be necessary to have 4 tools or 1 tool with options for adjacency for each side.

Actually I meant the Graphics tool bar.

Closing, because this is an ArcMap idea, and ArcMap is being retired. There are several tools and options for aligning elements in ArcGIS Pro.
