Is there a way to create a clone of a Hosted layer from one ArcGIS Portal 10.6 to another? I also want to move layer's data.

You can export the data into different formats so you can upload the data back into the new Portal:
Use hosted layers—Portal for ArcGIS | ArcGIS Enterprise
You can also set up collaboration to do this:
