They call them pop-ups instead of tool tips, but you can already do this: Configure pop-ups—ArcGIS Online Help | Documentation
As noted in the other comment on this thread, pop-ups can be configured on web maps in in the ArcGIS map viewer and those configurations are visible when the web map is added to a story.
