Allow creating sites by sketching polygons and custom shapes in the Business Analyst mobile app

This capability will help create any custom shape to define a site in the mobile app. This would help measure the site size (e.g. length, width, & area) and get demographic information for any custom area. City managers could use this functionality to help choose locations for prospective businesses, or enhance the site selection process.
